6.E. - Page 1 of 12 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 27, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Adopt City Council position and sponsorship on state legislation, specifically Assembly Bill (AB) 2852 <br />(Mullin) <br />RECOMMENDATION <br />By motion, the City Council Governance Sub -Committee recommends to adopt a support and sponsor <br />position for AB 2852 (Mullin). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />Public agencies across California are struggling to recruit and retain employees due to a shortage of <br />affordable housing. The workforce that teaches our children and protects our community often must live <br />in and commute from excessively far distances to maintain employment. This lengthy commute is <br />damaging. It is strenuous and unsustainable for the employee, so they often seek alternative employment. <br />High employee turnover is very costly and damaging to an institution. The pollution, wear and tear on <br />vehicle and roads, and increased traffic congestion are a heavy societal cost. Living so far from where they <br />work limits the individual's ability to invest in the community in which they serve. <br />Under existing law, school districts can use public and private financing to provide affordable housing, <br />however, this affordable housing is limited to school district employees.
