6.E. - Page 3 of 12 <br />With regards to state legislation, it is common that lawmakers seek legislative ideas and proposals from <br />local agencies, statewide organizations or individual constituents. Sponsoring a piece of legislation means <br />that the entity is willing to provide strong support to the effort of the measure in question. While not <br />officially authoring a measure, sponsorship allows the City to provide technical assistance, direct advocacy <br />in the form of public testimony and a sense of ownership of the legislative proposal. Simply "supporting" <br />a measure does not permit the same ownership of the policy, and traditionally, it would not permit the <br />City an ability to provide tangible public testimony or have a seat at the table as the measure moves <br />through the legislative process. <br />Support of AB 2852: <br />If adopted, Redwood City would act as a supporter and the Sponsor of AB 2852 and the City's legislative <br />consultant will provide public testimony on behalf of the City. <br />No other support has been registered as of April 21, 2020, although it is anticipated that there will be a <br />diverse group of support consisting of local government organizations, municipal, education and law <br />enforcement employee organizations and others. <br />Opposition of AB 2852: <br />There is no registered opposition as of April 21, 2020. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose to not take a support and sponsor position of AB 2852 or the City Council <br />may choose to take a support -only position of AB 2852. <br />Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />91 <br />
