04/27/2020 <br />RESOLUTION NO. 15838 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROPRIATING $300,000 FROM THE GENERAL <br />FUND TO CONTRIBUTE TO SAN MATEO COUNTY STRONG TO <br />SUPPORT REDWOOD CITY SMALL BUSINESS RELIEF EFFORTS <br />WHEREAS, on March 11, 2020, the World Health Organization declared the novel <br />coronavirus (COVID-19) outbreak a pandemic; and <br />WHEREAS, on March 12, 2020, the City of Redwood City declared an emergency <br />due to the impacts of COVID-19; and <br />WHEREAS, on March 16, 2020, the public health officers of Alameda, Contra <br />Costa, Marin, San Francisco, San Mateo, and Santa Clara counties announced, with the <br />City of Berkeley, a legal order directing their respective residents to shelter at home and <br />limited activity, travel and business functions to only the most essential needs for three <br />weeks from March 17 to April 7, 2020 to reduce the spread of COVID-19; and <br />WHEREAS, on March 31, 2020, the public health officers of Alameda, Contra <br />Costa, Marin, San Francisco, San Mateo, and Santa Clara counties announced, with the <br />City of Berkeley, an extension of the legal order directing their respective residents to <br />shelter at home and limited activity, travel and business functions to only the most essential <br />needs from March 31 to May 3, 2020 (the March 16, 2020 and March 31 legal orders are <br />hereinafter collectively referred to as the "Shelter in Place Orders"); and <br />WHEREAS, the COMD-19 pandemic, in conjunction with the Shelter in Place Orders, has <br />created significant impacts to Redwood City residents and businesses with many <br />businesses losing business, at risk of closing and many residents experiencing reduced <br />work hours or layoffs, especially in the service sector. These financial impacts could result <br />in reduced ability to pay rent or mortgage payments, and increase risk of homelessness <br />for individuals and families in Redwood City; and <br />WHEREAS, On March 24, 2020, the San Mateo County Board of Supervisors <br />approved $3 million in emergency funding (Measure K) to the San Mateo County Strong <br />(SMC Strong) Fund. The SMC Strong Fund is a partnership with Silicon Valley Community <br />Foundation to support those most impacted by COVID-19 in San Mateo County; and <br />WHEREAS, On March 31, 2020, the San Mateo County Board of Supervisors <br />approved an allocation of $1 million for the SMC Strong Fund for small business support. <br />ATTY/RESO.0028/CC RESO CONTRIBUTION TO SMC STRONG RESO.
