Theatre Way Streetscape Improvements: The Agency-funded streetscape <br />improvements to "Theatre Way" in the vicinity of the On Broadway Retail-Cinema Project <br />have been completed. <br /> <br />. Downtown Parking Management Plan: The Agency expanded the existing City-owned <br />surface parking lot ("Block 2"), installed parking control equipment, improved pedestrian <br />connections to Block 2 and the Marshall Street Garage, and completed and <br />implemented a downtown parking management plan. <br /> <br />. Courthouse Square: The historic 1910 Courthouse building facade has been restored <br />and a new public plaza on the site of the former Courthouse Annex has been <br />constructed. The plaza is now an active pUblic space and host to numerous afternoon, <br />evening, and week-end events and entertainment. <br /> <br />. Completion of the Downtown Precise Plan: The Downtown Precise Plan (DTPP) was <br />adopted by the Council in May, 2007. The DTPP was established to orchestrate private <br />and public investment actions in the Downtown for the purpose of reviving the Heart of <br />the City. It establishes the primary means of regulating land use and development within <br />the Precise Plan area (bounded generally by EI Camino Real, Maple St, Veteran's Blvd <br />and Brewster Ave.) It also establishes the primary means of planning City actions and <br />investments in support of the growth of Downtown. It represents the detailed <br />implementation of the broad policy directions contained within the Redwood City General <br />Plan for the Downtown district; and, replaces land use and development regulations <br />previously contained within the Redwood City Zoning Ordinance for this portion of the <br />City. A Master EIR was also prepared and adopted as part of the review and approval <br />process, <br /> <br />. Downtown Special Events: The Agency continues to fund a series of signature special <br />events in the Project Area including the "Summer in the City" program. the Fourth of July <br />Parade, "Our Town, Downtown" Fall Celebration, Diversity Day, Hometown Holidays, <br />and events at the Fox and Little Fox Theatres. The program has proven to be a very <br />effective tool for energizing the downtown and promoting the City of Redwood City. <br /> <br />. Storefront Improvement Program: The Agency has continued to provide grants to <br />existing businesses and property owners in the Downtown to rehabilitate facades and <br />fund the downtown banner program. <br /> <br />Table 2 presents a summary of the Agency's expenditures over the past three years. The <br />expenditures are consistent with the projections contained in the Implementation Plan.
