<br />REPORT <br /> <br />6.2A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Cil Mana er <br /> <br />February 11, 2008 <br /> <br />SUBJECT <br />Authorization to Submit 2008-09 Application to San Mateo County Community <br />Development Block Grants (CDBG) and designate contact person <br /> <br />RECOMMENDATION <br />Approve resolution to authorize the submission of an application for the Early Entry <br />Shelter Program (EESP) at the Fair Oaks Community Center to the San Mateo County <br />Department of Housing for COBG Funding for FY 08-09 and to designate Human <br />Services Manager, Terj Chin as the contact person. <br /> <br />BACKGROUND <br />In April 2007, as a part of HOPE, the 10 year plan to end homelessness in San Mateo <br />County, the Fair Oaks Community Center launched the Early Entry Shelter Pilot <br />Program with $25,000 from the County of San Mateo Human Services Agency and in <br />partnership with Shelter Network's Maple Street Shelter and Samaritan House' Safe <br />Harbor Shelter. Under this program, single homeless adults who are seeking shelter <br />and are willing and eligible to go into shelter anywhere in San Mateo County are able to <br />access a motel bed when no space is available at any of the shelters. The Fair Oaks <br />Community Center secured additional funds from the County of San Mateo and from <br />Silicon Valley Community Funds to extend the pilot program through June 2008. <br /> <br />In the first six months of the pilot program, 83% more individuals accessed shelter <br />services through Fair Oaks Community Center compared to the same time period the <br />previous year (148 from April -September 2007; 81 from April - September 2006), <br />Because of the positive results from the pilot, the City proposes to make EESP an <br />ongoing program and is currently seeking outside funding sources to make it possible. <br /> <br />Although initial funding for the pilot was made available through the San Mateo County <br />Human Services Agency (HSA), it is unlikely that HSA funding will be available for this <br />program in FY 08-09. As a result, the City is submitting an application for $20,000 for <br />EESP to the San Mateo County Office Department of Housing for COBG Funding. One <br />of the requirements for submission is a resolution from the City Council authorizing <br />submission of the application and designating a contact person. <br /> <br />AL TERNA TIVES <br />Without a resolution, the City cannot apply for San Mateo County CDBG Funds for <br />EESP at the Fair Oaks Community Center. <br /> <br />FISCAL IMPACT <br />The City is requesting $20,000 from the San Mateo County CDBG Funds for FY 08-09 <br />to help fund the continuation of the Early Entry Shelter Program to assist single <br />homeless adults on the path towards ending their homelessness. <br />
