CDBG-CV Funding Date: Monday, May 4, 2020 4:41:05 PM Dear Mayor Howard and Honorable City Councilmembers: I encourage you to adopt the amendment to the FY 2019-20 CDBG Action Plan, allocating the CDBG Coronavirus funding and reprogramming unspent CDBG funding to the City's COVID-19 Emergency Rental Assistance Program. Further, I recommend allocating a portion for (or prioritizing) licensed Family Child Care Home providers who are at risk of losing their rentals. At the least, please ensure that they all are notified that these funds are available. As you may know, our community already experienced a decrease in Family Child Care Home facilities in the last decade, mainly due to housing costs. Long-time providers are retiring and younger ones cannot afford to purchase homes. As renters, when forced to move, they must be re -licensed and often deal with landlords who try, illegally, to prohibit this use. Family Child Care is a critical segment of our community supply, where most infants and toddlers are served, and where the only licensed nontraditional hours (evening/weekend) care is available. I also will mention that some child care centers are at risk of not re -opening. In some cases, they are paying rent for facilities they cannot use, including on school campuses. Many of their parent clients are unemployed and cannot pay fees to help cover these costs. Many programs are not having success at securing public or private grants or loans.
