CDBG-CV Funding <br />Date: <br />Monday, May 4, 2020 4:41:05 PM <br />Dear Mayor Howard and Honorable City Councilmembers: <br />I encourage you to adopt the amendment to the FY 2019-20 CDBG Action Plan, allocating the <br />CDBG Coronavirus funding and reprogramming unspent CDBG funding to the City's COVID-19 <br />Emergency Rental Assistance Program. Further, I recommend allocating a portion for (or <br />prioritizing) licensed Family Child Care Home providers who are at risk of losing their rentals. <br />At the least, please ensure that they all are notified that these funds are available. <br />As you may know, our community already experienced a decrease in Family Child Care Home <br />facilities in the last decade, mainly due to housing costs. Long-time providers are retiring and <br />younger ones cannot afford to purchase homes. As renters, when forced to move, they must <br />be re -licensed and often deal with landlords who try, illegally, to prohibit this use. Family Child <br />Care is a critical segment of our community supply, where most infants and toddlers are <br />served, and where the only licensed nontraditional hours (evening/weekend) care is available. <br />I also will mention that some child care centers are at risk of not re -opening. In some cases, <br />they are paying rent for facilities they cannot use, including on school campuses. Many of their <br />parent clients are unemployed and cannot pay fees to help cover these costs.
