7.A. - Page 1 of 38 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\:3aAW <br />DATE: May 4, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendments to the fiscal year 2019-2020 Annual Action Plan and Community Participation Plan for the <br />Community Development Block Grant (CDBG) Program in order to respond to the COVID-19 pandemic <br />RECOMMENDATION <br />Hold public hearing, and: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 Annual Action Plan, to <br />allocate $448,039 in CDBG Coronavirus funding, made available through the Coronavirus Aid, Relief, <br />and Economic Security (CARES) Act, and to reprogram $321,000 in unspent 2019 CDBG funding to the <br />City's COVID-19 Emergency Rental Assistance Program, and authorizing the City Manager to execute <br />all related documents; and <br />2. Adopt a resolution approving an amendment to the Community Participation Plan. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />As a condition of receiving CDBG and HOME Investment Partnership (HOME) funds from the U.S. <br />Department of Housing and Urban Development (HUD), the City must prepare, adopt, and submit a five- <br />year Consolidated Plan to HUD. The Consolidated Plan is a strategic policy document that provides <br />priorities and strategies for meeting the needs of low-income community members over a five-year <br />period; the current Consolidated Plan covers the period of 2018-2022. The Consolidated Plan is carried <br />out through Annual Action Plans, which provide a concise summary of the actions, activities, and the <br />specific federal and non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan.
