7.A. - Page 3 of 38 <br />The program provides stability to tenants, who have experienced reduced work hours or job loss due <br />COVID-19, and provides stability to landlords as they receive these rent payments directly. As of April 27, <br />2020, the City has received 911 requests for April rent assistance and the average assistance request is <br />$2,000. Staff anticipates that most people seeking April rent assistance will also need assistance for May <br />and possibly later months. <br />The rental assistance program has almost $1 million from the following sources however the City <br />anticipates that these funding sources will be depleted by the end of April and will need to find additional <br />funding sources to continue the program. <br />• $ 94,000 — Existing Sources <br />• $150,000 — City TOT <br />• $393,000 —City General Fund <br />• $150,000 - Redwood City Education Foundation <br />• $150,000 — San Mateo County Strong (SMC Strong) Fund <br />• $ 53,125 — SMC Strong Fund - Core Agency Operational Support <br />• Unknown — Silicon Valley Community Foundation Regional Fund <br />• $990,125 - Total <br />Proposed Amendments to the 2019 Action Plan <br />Given the significant demand for rental assistance and that the City has the existing infrastructure in place <br />to provide rental assistance, staff recommends allocating the full $448,039 in CDBG-CV funding to the <br />COVID-19 Emergency Rental Assistance Program. In addition, staff recommends reprograming $321,000 <br />in unspent 2019 CDBG funds for rental assistance. This represents a total of $769,039 in CDBG funding to <br />support the rental assistance program and would increase the City's overall contribution to over $1.3 <br />million. <br />The $321,000 in unspent 2019 CDBG funds are from the projects below, that did not proceed as expected <br />due to transitions in Housing staff. The 2019 Action Plan Amendment is included as Attachment C. <br />• Housing Rehabilitation Program <br />The City has an in-house rehabilitation program that provides rehabilitation loans to single-family <br />and multi -family properties. However, due to staff vacancies, this program is currently on hold. <br />The program only had one single-family project that didn't move forward and no multi -family <br />projects in 2019. Below is the unspent funding that is available under these projects: <br />o Single Family Housing Rehabilitation Loan Program —$75,000 <br />o Multifamily Loan Program - $68,806 <br />o Housing Rehabilitation Administration - $74,289 <br />• Site Acquisition / Rehabilitation <br />In the 2019 Action Plan, the City allocated $102,995 in CDBG funds and $234,401 in HOME for an <br />affordable housing acquisition and/or rehabilitation project. No project was identified.
