7.A. - Page 5 of 38 <br />Proposed Amendments to the Community Participation Plan (CPP) <br />As previously mentioned, HUD has issued several waivers to expedite the use of CDBG-CV funding. The <br />waivers include a reduced public comment period requirement, from thirty days to five days, and allow <br />the City to hold virtual public hearings to account for the shelter in place orders currently in effect. <br />The City's CPP is being amended to include language that allows the City to have a modified community <br />participation process during times of emergency. The proposed language allows for reduced public <br />comment periods, virtual public hearings, and for hard copies of documents to be provided by mail rather <br />than at in-person locations. <br />The City also used this opportunity to make general clarifications to the CPP and reorganize sections to <br />improve both understanding and use of the CPP. The amended CPP is included as Attachment D and a <br />redline version is included as Attachment E. <br />Additionally, City staff provided an email update to the City's Housing and Human Concerns Committee <br />with the proposed amendments to the fiscal year 2019-2020 Annual Action Plan and Community <br />Participation Plan in advance of this item coming before the City Council. <br />FISCAL IMPACT <br />Adoption of the 2019 Action Plan Amendment allows the City to receive and expend $448,039 in CDBG- <br />CV funding as well as reprogram $321,000 in unspent 2019 CDBG funds to support the City's COVID-19 <br />Emergency Rental Assistance Program. There is no fiscal impact to the General Fund. <br />ENVIRONMENTAL REVIEW <br />The proposed activity is categorically excluded under the National Environmental Protection Act (NEPA) <br />because it involves tenant based rental assistance. 24 CFR 58.35. <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting a Public Hearing Notice in the San Mateo Daily Journal <br />newspaper and on the City website on April 24, 2020.
