7.A. - Page 18 of 38 <br />INTRODUCTION <br />Pursuant to Section 104(a) of the Housing and Community Development Act of 1974 as amended, <br />this plan sets forth a detailed community participation plan for the City's Community Development <br />Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. The Community <br />Participation Plan encourages residents to participate in the development of the Assessment of <br />Fair Housing (AFH), Consolidated Plan (PLAN), Annual Action Plan, Consolidated Annual <br />Performance and Evaluation Report (CAPER), any substantial amendments to the AFH, PLAN, <br />Annual Action Plan, and CAPER. <br />This current Community Participation Plan supersedes and replaces all previous plans adopted <br />or amended for the CDBG and HOME Programs. Previous Community Participation Plans were <br />entitled "Citizen Participation Plan". <br />The approved Community Participation Plan will be kept on file by the City of Redwood City, online <br />at: www.redwoodcity.org. The Community Participation Plan shall be effective until it is amended <br />or otherwise replaced. The Community Participation Plan will be available in a format accessible <br />to persons with disabilities, upon request. <br />ENCOURAGING COMMUNITY PARTICIPATION <br />The City recognizes the importance of public participation in both defining and understanding <br />current housing and community development needs and prioritizing resources to address those <br />needs. The City's Community Participation Plan is designed to encourage community members <br />of Redwood City equal access to become involved each year. <br />LEAD AGENCY <br />The City of Redwood City is the "Lead Agency" as defined by the U.S. Department of Housing <br />and Development (HUD). The responsibilities of the lead agency include the completion of <br />planning and reporting documents, implementation of certain projects, supervision of public <br />service providers and file maintenance on all projects funded with CDBG and HOME. The City's <br />Housing Division staff fulfill these roles on behalf of the City. The Housing Division Supervisor will <br />have primary responsibility for implementation, monitoring and submittal of required performance <br />and evaluation reports during the life of the Plan. The Housing Division staff administers funds <br />provided to other City Departments and non-profit organizations to carry out the plan. <br />HOUSING AND HUMAN CONCERNS COMMITTEE <br />The Housing and Human Concerns Committee (HHCC) was appointed by the City Council as the <br />representative body for CDBG and HOME resident participation activities. The HHCC's charge <br />includes advocating for low income households for affordable housing development and essential <br />services for residents who are homeless and at -risk of homelessness and assuring resident input in <br />determining the use of funds. The HHCC coordinates its efforts with neighborhood -based <br />organizations to increase participation by low and moderate income households. <br />46 <br />
