RESERVED <br />ARTICLE VII PUBLIC CONTRACTING AND PURCHASING <br />Sec. 2.63. GENERAL PROVISIONS: <br />Sec. 2.63.1. PURPOSE: <br />This Article shall be known as the City of Redwood City Purchasing Ordinance. The purpose of <br />this Article is to establish procedures and policies for Redwood City contracting and purchasing. <br />It is the policy of Redwood City to utilize Competitive Bidding Processes to obtain the best quality <br />and prices and to allow an alternative method when it would best serve this policy goal. <br />Accordingly, and consistent with the City's Charter, the provisions of this Article shall prevail over <br />any conflicting state law. In the event of a conflict between a provision of the City's Charter and <br />this Article, the City's Charter provision shall prevail. <br />Sec. 2.63.2. DEFINITIONS: <br />As used in this Article, unless the context otherwise clearly indicates: <br />A. "Bid" means a response to a notice inviting bids, a request for proposals, or a request for <br />qualifications for the performance of a Public Works Project, for a purchase of Goods and <br />Services, or for the performance of Professional Services, including, but not limited to, a bid, <br />a proposal, and/or a statement of qualifications and experience. <br />B. "Bidder" means a person or company that submits a Bid in response to a notice inviting bids, <br />a request for proposals, or a request for qualifications. <br />C. "City Manager" means the City Manager of Redwood City or designee. <br />D. "Competitive Bidding Process" means a selection process where contractors, service <br />providers and/or vendors compete for the performance of Public Works Projects, for a <br />purchase of Goods and Services, or for the performance of Professional Services, and are <br />selected through a formal or informal process that allows full, fair and open competition for all <br />qualified contractors, consultants, and/or vendors with selection based on specified criteria <br />established to best meet the needs of the City. Notices inviting bids, requests for proposals, <br />and requests for qualifications and experience are examples of competitive bidding <br />processes. <br />E.
