6.F. - Page 2 of 7 <br />ANALYSIS <br />The contractor has completed the construction of the improvements in accordance with the agreement, <br />plans and specifications, and to the satisfaction of the City's Engineering & Transportation Division. <br />On June 24, 2019, the City Council awarded the 2019 Microsurfacing Project to American Asphalt Repair <br />& Resurfacing Co., Inc. The project was awarded for a base bid of $702,652.00. Construction began in July <br />2019 and concluded in mid-August 2019. The project was completed following City specifications on time <br />and within budget. Three additional locations were also able to be resurfaced: <br />1. Alameda De Las Pulgas (from the Hetch Hetchy easement to Harding Avenue) <br />2. Whipple Avenue parking lanes (both sides of the street from EI Camino Real to Alameda De Las Pulgas) <br />3. Middlefield Road parking lane (one side of the street on the 1000 block) <br />One contract change order, resulting in a cost decrease of $3,294.00, was issued for quantity adjustments <br />and changes to the project scope. The final contract amount is $699,358.00 which is 0.5% less than the <br />initial contract amount. <br />FISCAL IMPACT <br />Funding for this project was previously approved and appropriated in the Fiscal Year 2018-2019 budget. <br />ENVIRONMENTAL REVIEW <br />Accepting the project and releasing bonds and retention is not a project under the California <br />Environmental Quality Act (CEQA) as defined in the CEQA Guidelines, section 15378 because it has no <br />potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. The City determined when it awarded the contract that the project was categorically <br />exempt from the requirements of the California Environmental Quality Act (CEQA) Guidelines pursuant to <br />Section 15301 Class 1 "Existing Facilities." <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to accept the project or authorize the release of bonds and retention, <br />which would be contrary to the terms of the contract, prior City Council action, and public contracting <br />code. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />126 <br />
