8.A. - Page 22 of 28 <br />Transit District Plan, 2020 (City) <br />Summary <br />The Transit District Plan will be a City -led, community -driven plan that outlines the land use <br />and transportation network for the area surrounding the Redwood City Transit Center, <br />identifies the community's preferred role for the center, and identifies a vision for what a new <br />transit center would look like and how it would be integrated into downtown. Transportation <br />planning will confirm the street grid needed to serve the area, multimodal access and <br />circulation and develop a vision for a new transit center/train station. Land use planning will <br />identify appropriate land uses, densities, design parameters, and phasing approach. <br />Goals <br />As a transportation and land use plan, there will be goals specific to each. Transportation <br />goals include: <br />• Train - Accommodate additional train service and optimize regional connectivity while <br />maintaining an attractive station and connections across the railroad. <br />• Bus - Plan for increased bus service with necessary supporting facilities and placement <br />of stops to ensure efficient service and convenient access to the train station. <br />• Bike and Pedestrian - Ensure that safe, comfortable, convenient and attractive <br />pedestrian and bicycle connections and amenities are provided to the Transit District from <br />the Downtown, EI Camino Real, and other major employment centers and neighborhoods. <br />• Land Use - Plan for land uses at an intensity that supports transit, housing, youth and <br />economic development goals. <br />• Street Network - Confirm that the street network as proposed in the Downtown Precise <br />Plan supports the land use and transportation goals described above. <br />Because the timing of land use and transit improvements could be significantly different, <br />another goal is to determine how space needed for future transit infrastructure would be <br />programmed until it is needed. <br />Outcomes <br />Creating a vision for a new transit center will generate the following outcomes: <br />• Confirm the appropriate jobs/housing balance for land uses within the center <br />• Confirm the appropriate building heights and amenities <br />• Confirm the appropriate street grid and multimodal connections <br />• Confirm the appropriate parking ratios and extent of the parking district <br />REV: 05-07-2020 PR <br />ATTY/AGR.2020.071/SMCTA and JPB (Page 17 of 23) 185 <br />
