8.A. - Page 24 of 28 <br />Dumbarton Rail Corridor Project (District) <br />Summary <br />In August 2018, the District began partnering with Cross Bay Transit Partners, LLC (CBTP), a <br />joint venture between Facebook and Plenary Group/CDPQ, to explore options to enhance mobility <br />options along the Dumbarton rail corridor. The Project is a new fixed guideway mass transit <br />service spanning Alameda and San Mateo counties, connecting Redwood City Caltrain Station to <br />Newark, Fremont, Ardenwood and the Union City BART Station. The District and CBTP will <br />explore the feasibility of potentially reopening the corridor for passenger service and facilitating <br />mixed-use transit -oriented development at key transit connections. <br />Goals <br />The Project is intended to implement a mass transit service connecting southern portions of the <br />Peninsula and East Bay to enhance mobility between Alameda and San Mateo counties. By <br />providing an east -west connection to existing north -south regional transit systems on both sides <br />of the Bay, the Project would serve communities throughout the Bay Area while accommodating <br />anticipated population and employment growth. The Project has the following goals: <br />• Improve travel times for transit users <br />• Reduce intermodal transfer times <br />• Reduce traffic congestion <br />• Reduce transportation -related greenhouse gas (GHG) and air quality emissions <br />• Create a sustainable mass transit system that serves the Bay Area region <br />Outcomes <br />Dumbarton Rail Corridor (DRC) Project will use the existing rail corridor, currently an unused <br />asset through an area with important unmet transportation needs (including a bay crossing to <br />replace the damaged rail bridge). The Project can be delivered in one or more phases and is <br />scalable with respect to the funding available and timing for receipt of funding. The options under <br />evaluation to deliver the new service include commuter rail, light rail or group rapid transit <br />technology. <br />• Develop new transit service between Redwood City and the East Bay that addresses <br />goals of improved travel times, reduced transfer times, reduced traffic congestion, reduce <br />GHG emissions <br />• Rebuild the Dumbarton Rail Bridge <br />• Support sustainable development in the Bay Area, focused around transit hubs <br />• Improve reliability and connections to other regional mobility providers <br />Key Decisions or Technical Work Needed to Advance <br />The Project is kicking off NEPA/CEQA environmental process in the first half of 2020.
