7.13. Annual Action Plan for the Community Development Block Grant (CDBG) and <br />HOME Investment Partnerships (HOME) Program - Fiscal Year 2020-2021 <br />Recommendation: <br />1. Adopt a resolution to approve the Fiscal Year 2020-2021 Annual Action Plan <br />(2020 Action Plan) and authorize the City Manager or designee to execute and <br />file documents related to the 2020 Action Plan for submittal to the U.S. <br />Department of Housing and Urban Development; <br />2. By motion, authorize the City Manager to execute funding agreements with <br />organizations identified in the 2020 Action Plan; and <br />3. By motion, change the funding source of the $360,000 grant to Habitat for <br />Humanity Greater San Francisco for the 612 Jefferson Project from CDBG funds <br />to affordable housing impact fees. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.A. Conceptual approach for supporting outdoor restaurant dining citywide in <br />light of COVID 19 <br />Recommendation: <br />Receive information and provide direction to City staff on Post-COVID-19 <br />business mitigation strategy. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.B. Compensation Adjustments for the City Manager and City Attorney for 2019, <br />Amendments to the City's Classification and Wage and Salary Plan to update <br />the salary ranges to incorporate 2019 cost of living adjustment for the City <br />Manager and City Attorney and 2020 and 2021 cost of living adjustments for <br />other City employees, and Amendments to the Executive Management <br />Summary of Benefits to update captured classifications and executive benefits <br />Recommendation: <br />1. Adopt a resolution approving and authorizing the Mayor to execute the <br />fourth amendment to the employment agreement for the City Manager to <br />provide for adjustment to salary; <br />2. Adopt a resolution approving and authorizing the Mayor to execute the third <br />amendment to the employment agreement for the City Attorney to provide for <br />adjustment to salary; and <br />3.
