6.H.- Page 7of16 <br />Sustained engagement on state policies impacting the City <br />During the May 14, Governance Subcommittee meeting, the City's legislative consultant provided an <br />update on the four state legislative items seeking City Council support position approval. Following the <br />presentation, the Governance Committee discussed how the City can remain fully engaged in the <br />legislative process, particularly because the legislative session has been compressed due to the COVID-19 <br />pandemic. City staff and the City's legislative consultant suggested enabling staff and the legislative <br />consultant to continue to engage on legislation that aligns with or defends the principles of the City <br />Council's adopted Legislative Platform and Legislative Advocacy Policy. Some actions may include, <br />reissuance of city position letters, negotiating on specific amendments and other duties to ensure the <br />City's position is well represented on State policy. <br />The Governance Subcommittee agreed that staff should be able to have the flexibility to allow for <br />sustained engagement on state policies impacting the City. The Governance Subcommittee members <br />recommended that when staff bring forth a piece of legislation for City Council consideration, that the <br />motion allow staff to continue to engage on said legislation. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose to not take a support positions for AB 2553 (Ting); AB 3308 (Gabriel); SB <br />793 (Hill); SB 1441 (McGuire). <br />Page 7 of 8 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />316 <br />
