Though business activity has slowed <br />somewhat in recent months due to COVID-19, prior development activity had been strong and was on <br />pace to exceed initial FY 2019-20 forecasts. This is particularly true for plan review fees, which as discussed <br />earlier, is directly tied to plan review expenditures. Expenditures for FY 2020-21 are included in the <br />proposed Building Division and Fire Department budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect to not approve the Agreements and direct staff to conduct a new selection <br />process for professional services.
