7.B. - Page 58 of 79 <br />AP -50 Geographic Distribution — 91.2200 <br />Description of the geographic areas of the entitlement (including areas of low-income and <br />minority concentration) where assistance will be directed <br />Redwood City does not have a specific target area and will use the federal funds city wide. The City will <br />provide programs and services identified in this Plan to households with the greatest need. Therefore, most <br />activities will serve eligible low-income households on a city-wide basis and the applicants will apply for <br />assistance on a program -by -program basis. Physical activities, including housing and neighborhood <br />improvements, will be provided within the Census Block Group Areas with the greatest concentrations of <br />low-income households. <br />Typically, the City utilizes its CDBG and HOME funds within the boundaries of the City. However, HOME <br />regulations permit Redwood City to invest its HOME funds in a project outside of its boundaries if that <br />project will serve its own population, the City will invest in a local Habitat for Humanity project. The project <br />consists of 20 affordable housing units (5 1 -bedroom units, 10 2 -bedroom units, and 5 3 -bedroom units), and <br />an at -grade parking garage with 15 parking spaces and 8 bike parking spaces. The site is currently <br />undeveloped and is adjacent to three historic resources and an apartment building. <br />Geographic Distribution <br />Target Area I Percentage of Funds <br />Citywide and low income census tracts 100 <br />Contiguous jurisdictions <br />Table 8 - Geographic Distribution <br />Rationale for the priorities for allocating investments geographically <br />The primary strategy in 2018 to 2022 for the City of Redwood City will be to reduce the housing cost burden <br />for homeowners wanting to live closer to work and creating suitable living environments for those <br />households. In making funding decisions, the City of Redwood City will give priority to activities that: <br />• Meet goals of the 2018-2022 Consolidated Plan <br />• Demonstrate a significance of need <br />• Serve eligible areas within Redwood City <br />• Are eligible projects or programs under HUD rules <br />• Create visual impacts in the neighborhoods, particularly if an infrastructure project <br />Discussion <br />The City will provide programs and services identified in this Plan to households with the greatest need.
