7.B. - Page 62 of 79 <br />AP -65 Homeless and Other Special Needs Activities — 91.220(i) <br />Introduction <br />The Continuum of Care (CoC) guides the implementation of the county's housing and service system to meet <br />the needs of homeless individual and families. The City participates in CoC meetings and monitors CoC <br />decision-making to better understand latest trends in homeless outreach and addressing the needs of those <br />experiencing homelessness. Redwood City does not receive Emergency Solutions Grant (ESG) funding, as <br />the San Mateo County Department of Housing (DOH) is the only ESG recipient in the County. However, <br />Redwood City does support programs to assist individuals and families experiencing homelessness with its <br />Community Development Block Grant dollars. <br />Describe the jurisdictions one-year goals and actions for reducing and ending homelessness <br />including: <br />Reaching out to homeless persons (especially unsheltered persons) and assessing their <br />individual needs <br />San Mateo County has made a commitment to end homelessness in the community. This plan articulates a <br />path to achieve that goal over the next five years using strategies that are informed by an analysis of the <br />existing system in San Mateo County, lessons learned from the HOPE (Housing Our People Effectively) <br />Plan, and recent developments in the field. The plan is data -driven and results -oriented. It sets a strategic <br />direction that will lead to measurable reductions in the number of people in the community experiencing <br />homelessness and ensure the community has systems in place to respond swiftly and effectively when housing <br />crises occur. In 2016, the CoC approved a strategic plan to end homelessness. Goals under that plan include: <br />• Goal 1: Create a Housing Crisis Resolution System to End Homelessness in San Mateo County <br />• Goal 2: End Veteran Homelessness <br />• Goal 3: End Family Homelessness <br />• Goal 4: End Youth Homelessness <br />• Goal 5: Individuals Exiting Institutions Will Not Discharge Into Homelessness <br />In response to creating a housing crisis response system, the City will fund LifeMoves and they provide <br />shelter and supportive services. In addition, they provide outreach to unsheltered persons to assist them in <br />obtaining shelter or other services to help them end homelessness. <br />Addressing the emergency shelter and transitional housing needs of homeless persons <br />In response to creating a housing crisis response system, the City will fund several shelters that also provide <br />support services for homeless individuals, families, youth, victims of domestic violence and those with special <br />needs (mental illness).
