7.B. - Page 73 of 79 <br />Redwood <br />CityCalifornia <br />Foundedl$67 <br />CITY OF REDWOOD CITY <br />EXECUTIVE SUMMARY <br />ANNUAL ACTION PLAN FY2020-2021 <br />The City of Redwood City's 2020-2021 Annual Action Plan demonstrates a relationship between the 2018-2022 <br />Consolidated Plan priorities, and the activities recommended for funding during the third year of the five-year Plan. <br />The major theme of the Consolidated Plan is "housing production and basic human needs". The proposed activities <br />to be undertaken with CDBG and HOME funds reflect the City's strategy to target funds to programs that integrate <br />a continuum of activities ranging from homeless assistance to economic development and the preservation and <br />production of affordable housing. The target group to be assisted is households with incomes at or below 80% of <br />the area median income for San Mateo County. All activities proposed for funding meet one or more of the City's <br />Consolidated Plan priorities. The City has identified a number of programs that will be delivered under each priority. <br />Redwood City will receive a CDBG allocation of $761,626 and a HOME funding allocation of $326,621. In addition to <br />the new funding allocations, Redwood City will reallocate funding from prior year projects that did not move <br />forward, including $805,000 of CDBG and $653,537 of HOME. Funding recommendations for CDBG were based on <br />23% for Housing activities, 8% for Public Services, 37% for Community Development and Economic Development, <br />and 10% for Administration, Planning and Fair Housing. The City of Redwood City will continue its response to the <br />COVID-19 pandemic by allocating 22% to the City's COVID-19 emergency assistance program. Funding <br />recommendations for HOME were based on 92% for Affordable Housing activities, 5% set-aside for use by a <br />Community Housing Development Organization (CHDO) and a statutory allowance of 3% for Administration. The City <br />of Redwood City, in partnership with non-profit organizations and County agencies, will undertake numerous <br />programs and activities to meet the five identified priorities of the Consolidated Plan and Annual Action Plan during <br />fiscal year 2020-2021. The timeline for completion of these projects and programs and use of funds is June 30, 2021. <br />1 <br />534 <br />
