6.F. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 22, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />One time credit for sewer and water customers <br />RECOMMENDATION <br />From the City Manager <br />Adopt a resolution appropriating $600,000 from the Water Fund to fund a three percent utility bill credit <br />for all Redwood City water utility account holders billed from July through October 2020 and appropriating <br />$360,000 from the Sewer Fund to fund a three percent utility bill credit for all Redwood City sewer utility <br />account holders billed from July through October 2020 in response to the COVID-19 pandemic. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />From business closures to increased unemployment, COVID-19 has caused significant economic stress to <br />the Redwood City community. Staff has executed several actions in the utility billing process to support <br />water and sewer customers. <br />At the beginning of the Shelter in Place order, staff did not shut off water for customers delinquent on <br />payments or for customers that have moved. To support public health objectives, water service is still not <br />shut off when a customer is delinquent on payments. Not surprisingly, the total past due amounts for <br />utility services has increased after the shelter in place order, reflecting the poor economic health of the <br />community. At the end of February, the past due balance for 31 to 60 days was $524,114.64.
