6.F. - Page 6 of 7 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROPRIATING $600,000 FROM THE WATER FUND TO FUND <br />A THREE PERCENT UTILITY BILL CREDIT FOR ALL REDWOOD CITY <br />WATER UTILITY ACCOUNT HOLDERS BILLED FROM JULY THROUGH <br />OCTOBER 2020 AND APPROPRIATING $360,000 FROM THE SEWER <br />FUND TO FUND A THREE PERCENT UTILITY BILL CREDIT FOR ALL <br />REDWOOD CITY SEWER UTILITY ACCOUNT HOLDERS BILLED FROM <br />JULY THROUGH OCTOBER 2020 IN RESPONSE TO THE COVID-19 <br />PANDEMIC <br />WHEREAS, on March 11, 2020, the World Health Organization declared the <br />outbreak of the novel coronavirus (COVID-19) as a pandemic; and <br />WHEREAS, on March 12, 2020, the City of Redwood City ("City") proclaimed a <br />local emergency in response to COVID-19 to protect public health and safety; and <br />WHEREAS, since March 16, 2020, the residents of San Mateo County have been <br />subject to orders directing them to shelter in place in order to slow the spread of COVID- <br />19; and <br />WHEREAS, the COVID-19 pandemic has caused significant and enduring <br />financial challenges for Redwood City residents and business owners, with many <br />residents unemployed or receiving reduced wages, and several businesses suffering <br />massive revenue losses or closures; and <br />WHEREAS, the total past due amounts for the City's utility services has increased <br />since the COVID-19 pandemic; and <br />WHEREAS, on April 27, 2020, the City Council adopted a resolution waiving late <br />penalties on all utility billing assessed between March 1, 2020 and August 31, 2020; and <br />WHEREAS, the City Council desires to further alleviate financial hardship caused <br />by utility fees that provide essential and basic services during these difficult times. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1.
