6.H. -Page 21 of 24 <br />ATTACHMENT A <br />individuals, including the development of alternative source water options, relocation of <br />water intakes and construction of flood protection barriers. <br />Strategies that can be used to aid in the detection of malevolent acts or natural hazards <br />that threaten the security or resilience of the system. <br />Consultant shall develop the Draft ERP. The Draft shall also include content from Tasks <br />3, 4, and 5 below. City staff shall review and comment on the Draft ERP <br />2.3 — Final ERP <br />Consultant shall prepare written responses to all reviewer comments and shall not <br />incorporate these responses into the final updated ERP until the City has indicated in <br />writing that the responses are acceptable and appropriately address the review <br />comments. Consultant shall observe the City's requested review cycle. <br />► Deliverables: Draft ERP; Response to Comments; Review Meeting and <br />Presentation; Response to Comments; Final ERP. <br />TASK 3 — EMERGENCY PLANNING INFORMATION REVIEW <br />Consultant shall review the City's emergency preparedness, response and recovery <br />policies and procedures, training and exercise plans, equipment lists, alternative water <br />source information, community emergency operations plans, and Mutual Aid agreements. <br />The review will include, but is not limited to, the following City documents: <br />• 2006 Emergency Operations Plan <br />• 2011 Water System Master Plan <br />• 2011 Seismic Vulnerability Assessment <br />• 2015 Urban Water Management Plan <br />• 2018 Water System Emergency Response Plan <br />Consultant shall reach out to local emergency planning agencies and other appropriate <br />stakeholders and schedule Skype/Microsoft Teams meetings to discuss documented <br />ERP approaches. <br />TASK 4 — DEVELOPMENT OF ERP SCENARIOS <br />Consultant shall develop or revise response plans to specific disaster events or scenarios <br />as they currently exist in the 2018 Redwood City Water System Emergency Response <br />Plan (April 2018) and as outlined in the DDW Guidebook. The updated ERP shall identify <br />critical facilities and equipment, utilizing maps and photographs to aid operators in <br />executing the specific plans. The updated ERP shall include, but shall not be limited to, <br />the following scenarios: <br />• Loss of SFPUC supply due to inadequate treatment. <br />• Localized contamination of water system resulting from use of Neutral Output -Discharge <br />Elimination System (NO -DES) equipment. <br />• Potential dangers caused by PG&E Public Safety Power Shutoffs. <br />REV: 06-04-2020 MI <br />ATTY/AGR.2020.088/ARRC Consultants, LLC (Page 18 of 20) 208 <br />
