6.C. - Page 7 of 29 <br />L (INTRODUCTION <br />A. PURPOSE AND OBJECTIVES <br />The purpose of this policy is to set forth responsibilities, general strategies and procedures for <br />the acquisition and disposal of real property, whether by sale, lease or via grants, donations, <br />gifts, dedication or exchange. This policy is designed to ensure the City is in a state of readiness <br />as it relates to acquiring or disposing of City property and that the City is managing its property <br />portfolio consistent with the City Council's economic development, housing, and general plan <br />strategies. This policy does not address maintenance and operations of City real property. It <br />also does not address City "personal property," such as vehicles or computers. <br />The goal of this policy is to provide a framework for the acquisition and disposal of City real <br />property that assures these actions: <br />✓ Advance City plans, policies and goals, as they relate to economic development, <br />the City's housing needs, the General Plan and other policy initiatives set forth <br />by the City Council. <br />✓ Provide effective stewardship of City assets. <br />B. MANAGEMENT STRATEGY <br />Real property acquisition and disposal will be managed on a team basis, with the project <br />manager and team members to be determined by the City Manager based on the nature of the <br />proposed disposal or acquisition on a case-by-case basis. Along with staff members, the project <br />team may include third party, independent advisors as needed, based on the nature and <br />complexity of the proposed disposal or acquisition, such as appraisers, engineers, accountants, <br />legal counsel, economists, brokers and financing consultants. These will be selected in <br />accordance with the City's purchasing policies. <br />C. RESPONSIBILITIES <br />1.
