Given the short-term measures (to mitigate health, safety and environmental impacts) presented <br />by the Committee/City, what are the issues/challenges/needs you face in terms of partnering with <br />the City to cooperate with and support these measures? <br />• Some of this information (re: theft and break-ins) is new information to me. <br />• Is this a new thing? (Has intensified in last six months.) Program has been in place for 16 mos. <br />• When the news hit the papers 20 RVs showed up within two days. The word got out about <br />problems in November and people learned it was a place they could park RVs. <br />• Bicycles have been stolen from RVs <br />• What qualifies as a commercial vehicle? <br />• My RV got tagged after just pulling in. <br />• Spray paint stays on even after moving a vehicle. Then it gets tagged. <br />• (Marking vs. tagging: For marking, they are no longer spray painting. Tagging should be on <br />windows, not tires or paint.) <br />• Can a business owner tell someone not to park there? (Not if on a public street but can ask.) <br />• Issues with people sneaking through holes in fence to encampment — concentration of <br />garbage/trash (Caltrans property) <br />• Asked to move two times in one 24 hour period near Walmart at 2:00 or 3:00 am. Aggressive <br />officer. (Parking enforcement officers are currently understaffed.) <br />• Parked and they moved car — a different shift, moved back to spot and they towed the RV (2 <br />mos. Ago) even after he moved. (Encouraged to contact PD to see if vehicle was improperly <br />towed.) <br />• He picked up the garbage of someone else so he wouldn't be blamed. <br />• On Oddstad near Public Storage stuff is dumped. <br />• The same people are dumping. They are not here, tonight. We try to keep the area clean — we <br />move our vehicles. <br />• Saw people cleaning and moving trash and dumping it in front of a motor home. Impacting us. <br />• If you see garbage accumulating, maybe cite them. <br />• Pick up garbage more frequently? <br />• Disabled RV residents — hard to move in and out. Can they make a place for us to park and live? <br />• Most trailer parks won't take RVs over 20 years old. <br />• Bottles aren't eligible for recycling in many places or are limited in numbers than can be <br />collected. Have to go to SF. <br />• Could we park in Kmart during clean-ups? <br />• Trailer Villa is backed up for months. <br />2. What are the issues/challenges/needs related to the long term solutions (permanent housing, <br />safe parking, parking enforcement)? <br />• Yes, interested in a permanent solution. Too hard on health to move RV. <br />Interest in support services? (3 people) <br />On waiting list for housing? (2 people) <br />Cost of living is an issue. RV allows payment of mortgage on house in Santa Maria. Affordability. <br />434 <br />
