Proposed Safe Parking Program and prohibition of overnight street parking of <br />recreational vehicles (RVs) <br />Recommendation: <br />Provide direction to staff on proposed staff and Safe Parking Ad Hoc Committee <br />recommendations regarding: <br />1. Establishing a two year Safe RV Parking Program including: <br />a. Implementing an on -street RV Parking Permit Program <br />b. Standing up an off-street RV Safe Parking Facility <br />c. Continuing mitigation strategies related to RV residency on -street <br />parking impacts <br />2. Adopting Parking Ordinance amendments including: <br />a. Prohibiting overnight RV parking on City streets <br />b. Establishing a two-hour parking limitation for all vehicles on Oddstad <br />Street between 9:00 a.m. and 6:00 p.m. <br />c. Repealing an existing ban on using vehicles as sleeping or living <br />quarters <br />3. Adopt City of Redwood City Fiscal Year (FY) 2020-21 Budget, City of Redwood <br />City Five -Year Capital Improvement Program, and Successor Agency to the <br />Redwood City Redevelopment Agency (RDA) Fiscal Year 2020-21 Budget; <br />Endorse framework for developing Revised FY 2020-21 Budget; and endorse <br />Obama Foundation Mayor's Pledge to review Police Department policies and <br />make reforms if needed after getting feedback from the community. <br />Recommendation: <br />1. Hold a public hearing; <br />2. By motion of the City Council, adopt a City Council resolution adopting the <br />Fiscal Year 2020-21 Budget; and adopt a City Council resolution approving and <br />adopting the Five -Year Capital Improvement Program; <br />3.
