6.E. - Page 2 of 83 <br />Bonus Law concessions and affordable housing plan are not connected to this Parcel Map, but will be <br />included when the first Final Map for the "Broadway Block" is presented to City Council for approval, <br />expected in late 2020. No new development on the three remainder lots was approved within the <br />entitlement approvals for the project, as Subdivision Map Act section 66424.6 does not allow for <br />development on remainder parcels. Remainder lot 3, which falls completely within the Caltrans right of <br />way on Woodside Road, will be granted to Caltrans. Per the Subdivision Map Act, remainder parcels are <br />by definition "not divided for the purpose of sale, lease, or financing," so any future development of <br />remainder lots 1 and 2 will require a map and further entitlement approvals for those parcels. <br />ANALYSIS <br />The developer's engineer completed the Parcel Map, improvement plans, and specifications compliant <br />with the Subdivision Map Act, Redwood City Ordinances, City Standards, and to the satisfaction of the City <br />Engineer. The Parcel Map merges the existing parcels and creates one parcel with three remainder lots. <br />On-site and off-site improvements are required for the one newly created parcel, and include <br />undergrounding of overhead utilities and installation of new water, recycled water, and sewer services. A <br />watermain extension is included within the Bay Road frontage. Bioretention areas are proposed on-site <br />to treat the stormwater for the entire CVS site. New sidewalk, curb and gutter will be installed along the <br />Bay Road frontage of the new parcel. The three remainder lots will not include any new development. <br />The developer, SI XX, LLC, has posted Performance and Labor Security Bonds in the amount of $2,841,712 <br />as required by the Improvement Agreement. The developer anticipates completion of all improvements <br />on the CVS site by the end of 2021. All work associated with this project is being paid for by the developer. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />On May 20, 2019, City Council adopted Resolution No. 15768 certifying an Environmental Impact Report, <br />and adopting California Environmental Quality Act Findings of Fact, a Statement of Overriding <br />Considerations, and a Mitigation Monitoring and Reporting Program, all for the Broadway Plaza Project at <br />1401 Broadway at 2201 Bay Road, and approving a Water Supply Assessment for the project. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
