06/08/2020 <br />WHEREAS, the proposed activities in the FY 20/21 Annual Action Plan have <br />been determined to be exempt, categorically excluded, or have a finding of no <br />significant impact under the National Environmental Protection Act, or will be subject to <br />further reviews when specific sites are determined; and <br />WHEREAS, the City has prepared a Notice of Exemption to be filed with the <br />County Clerk of San Mateo County demonstrating that the proposed activities in the FY <br />20/21 Annual Action Plan are exempt from the requirements of the California <br />Environmental Quality Act; and <br />WHEREAS, on March 4, 2020, the Housing and Human Concerns Committee <br />held a public hearing and made CDBG and HOME funding recommendations for the FY <br />20/21 Annual Action Plan; and <br />WHEREAS, a draft of the FY 20/21 Annual Action Plan and a 30 -day invitation <br />for public comment were published prior to forwarding the FY 20/21 Annual Action Plan <br />to the City Council for approval; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed a community participation plan as part of the process for determining how <br />the grant funds herein referenced will be used ("Community Participation Plan"); and <br />WHEREAS, on June 8, 2020 the City Council held a public hearing as to all <br />matters included in the staff report of the same date; and <br />WHEREAS, this City Council desires to approve the FY 20/21 Annual Action <br />Plan, the Applications for CDBG and HOME funds, and to authorize the execution of all <br />documents pertaining thereto, including all understandings and assurances connected <br />therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The FY 20/21 Annual Action Plan and Applications prepared for <br />submission to the United States Department of Housing and Urban Development for <br />Community Development Block Grant, pursuant to Title I of the Housing and <br />Community Development Act of 1974, and HOME Investment Partnerships Program, <br />contained in Title II of the Cranston -Gonzalez National Affordable Housing Act, funding <br />are hereby approved. <br />ATTY/RESO.0041/ CC RESO APPROVING THE 2020 ACTION PLAN RESO.
