BACKGRC)UND Staff canducted a sele�tion process in December 2005 to choose a frm to provide cons#ruction management and inspection services far the Redwood City Recycled Water Project -- Phase I-- Distribution System. Two firms were #ound to be equally qualified and experienced; The Coveflo Group, Inc. ("Covetlo"}, and CSG Consultants, Inc. ("CSG'�. The City has initiated six recycled water distribution pipeline construction projects over the past iwo years (Bid Packages 1, 2, 3, 4, 5 and 6}. Bid Packages 1 and 2 are 95% and 100% respectively cvmpleted. Bid Packages 3 and 4 are each 95% compteted. Bid Package 5 is 70% campleted and scheduled far ful! completion in March 2008. 8id Package 6 was awarded on January 28, 2008. Additionatly, Bid Package 7 is scheduled for bidding by March 2008. Bid Packages $ and 9 are scheduled for bidding before July 2008. The worlc of Bid Packages 1 through 4 constructed part of the distribution system to deliver recycled water to existing commercia! irrigation and City roadway landscape custamers in westerly Redwood Shores. Bid Packages 5 through 7 extends service to industrial customers in the Seaport Area. This work consists of the installation of the main transmi5sion piping system in Seapart Area along Seaport Boulevard, Blomquist Street, and East Bayshore Road. More than 10,000 f�et of pipe, ranging €rom 8 inches to 14 inches in diameter, will be installed within ten months. CoveNo and CSG are equaAy quaiified and selection of one of these frms fior any phase of the project to date has been largely a matter of avai�ability and specialization. Council has previausly approved agreements with CSG for Bid Packages 1 through 4. Counci( has previously approved an agreernent wi#h CoveAo for Bid Package 5. Both Cavello and CSG have successfully pravided construction management sen�ices far the recycled water praject. Covello's seroices are preferred on Bid Packages 6 and 7 because of the greater availability of their key personnel du�ing the time period scheduled for this project
