The
Task Force includes representatives from almost every city and county in Silicon Val[ey, plus
several special districts and representatives from Pacific Gas and Electric, Bay Area Air Quality
District Board, SunPower and non-profit organizations. .
The purpose of the Task Force is to develop effective, collaborative, solufions for the reduction
of greenhouse gas (ghg} emissions from pubfic agency operations, by providing a neutral forum
for city, couniy government agencies and special districts to learn from each other about climate
pratection prdgrams.
A first action of the Task Force is to support the development of ghg emissions inventories for
cities. The Task Force has contracted with ICLEI-Local Governments for Sustainability and
Sustainable Silicon Valley (SSV) to provide assistance toward the development of invenfories
for gvernment operations for each paiticipa#ing lacal government. By developing government
operations inventories far a large number of local gavernments simul#aneously and using
shared data analysis makes it possible to achieve economies of scal and significantly reduce
associated cost per city. The process will also pravide a regional picture of ghg emissions and
aid in developing regiona! solutions. Participation in the pracess requires that each city become
a member of ICLEI and SSV.
As a member of ICLEI, ICLEI will create a ghg emissions inventory for Redwood City operations
and the city wilf receive software tools and technica! assistance to monitor city progress in
reducing emissions. We will work with lCLEI to also obfain a ghg emission inventory of the
en#ire community as well, which would be in addition to the standard scope af work. As a
member of SSV, Redwood City will have access to education and training opportunities,
progress reporting assistance and public recognition.
ALTERNATIVES
The Council could choose no# to become a member of ICLEi or Sustainable Silicon Vafley.
FISCAL IMPACT
The annual membership fee for fCLEI is $1,200 and far SSV it is $9,OQ0. City membership
doliars will leverage $14,000 from the Silicon Valley Community Foundation and C/CAG to
cover a portion of the cost of creating a ghg emissions inventory.
t'.:..",.--•+ ' ? 7
'-- 8 y r
` ' .
Be#h Ross Mag - Gonzal ', Peter gram
C[imate Protection Specialist Dputy City Manager Interim City Manager
