If there are any conflicts between the fees and charges adopted in this <br />resolution and fees and charges adopted by any prior resolution or fee <br />schedule, the fees adopted pursuant to this resolution shall take control. <br />5. This activity is not a project under the California Environmental Quality Act <br />(CEQA) as defined in CEQA Guidelines, Section 15378, because it has no <br />potential for resulting in either a direct or a reasonably foreseeable indirect <br />physical change in the environment. <br />6.
