The City Clerk read public comment received for this item via email into the <br />record from the following members of the public: <br />• Vice Mayor Shelly Masur <br />• Kristen Anderson <br />Motion and second, Bain and Reddy, to close the Public Hearing, passes 6-0-1 <br />by roll call vote with Vice Mayor Masur absent. <br />Recommendation: <br />Hold public hearing, and: <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 <br />Annual Action Plan, to allocate $448,039 in CDBG Coronavirus funding, made <br />available through the Coronavirus Aid, Relief, and Economic Security (CARES) <br />Act, and to reprogram $321,000 in unspent 2019 CDBG funding to the City's <br />COVID-19 Emergency Rental Assistance Program, and authorizing the City <br />Manager to execute all related documents; and Res(0029)15839 <br />2. Adopt a resolution approving an amendment to the Community Participation <br />Plan. Res(0030)15840 <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA), and is <br />categorically excluded under the National Environmental Protection Act (NEPA) <br />Motion and second, Aguirre and Hale, to approve the staff recommendations <br />as presented, with a friendly amendment to allocate $100k for child care <br />providers in need of rental assistance and direct staff to return with an update <br />on the funding balance. <br />1. Adopt a resolution approving an amendment to the Fiscal Year 2019-2020 <br />Annual Action Plan, to allocate $448,039 in CDBG Coronavirus funding, made <br />available through the Coronavirus Aid, Relief, and Economic Security (CARES) <br />Act, and to reprogram $321,000 in unspent 2019 CDBG funding to the City's <br />COVID-19 Emergency Rental Assistance Program, and authorizing the City <br />Manager to execute all related documents; and <br />2.
