07/13/2020 <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City staff when such services benefit individual users rather than members <br />of the community as a whole; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt certain <br />Fire Department fees as set forth on Exhibit A, which is attached hereto and incorporated <br />herein by reference (the "Proposed Fees"). <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redwood <br />City as follows: <br />1. The above recitals are accurate, constitute findings in this matter, and are <br />hereby incorporated into this reference. <br />2. The amount of each of the Proposed Fees does not exceed the estimated <br />amount or the reasonable costs required to provide the service for which the fee or service <br />charge is levied. <br />3. The Proposed Fees are hereby approved and adopted. <br />4. Commencing on July 1, 2021 and on July 1 of each fiscal year thereafter, <br />the Proposed Fees shall be administratively revised and increased annually by a factor <br />equal to the net change in average City salaries and benefits costs for that fiscal year. <br />Such net change is measured by dividing the average budgeted City salary and benefit <br />costs for the fiscal year in which the change is to become effective by the average <br />budgeted City salary and benefit costs for the prior fiscal year. The average budgeted <br />City salary and benefit costs for any fiscal year shall be determined by dividing the total <br />budgeted salary and benefit costs by the expected total number of full-time equivalent <br />employees for that fiscal year. Notwithstanding the foregoing, in no event shall the annual <br />administrative revision described in this Section 4 apply to any fees and charges <br />established by other agencies or as otherwise may be prohibited by applicable law. <br />5.
