6.E. - Page 2 of 5 <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San Mateo County <br />Controller and Tax Collector Offices with the secured property tax roll each year. Only special benefits are <br />assessed, and any general benefits have been separated from the special benefits as shown in the reports <br />for the District. <br />The proposed annual assessment for FY 2020-21 in the amount of $187,000 would not be a change from <br />the previous annual assessments and approved reports. As shown in the reports, the annual maintenance <br />budget is in balance, with expected expenditures not exceeding assessments. The benefit assessment <br />amount has been constant since FY 2005-06. <br />A draft resolution authorizing the levying and collection of assessments is attached along with a map of <br />the District. A copy of the reports, which includes the annual budget and assessments, are available for <br />review in the City Clerk's Office. <br />FISCAL IMPACT <br />Funds for the District are accounted for separately from the General Fund. Therefore, no fiscal impact is <br />anticipated to the City's General Fund. The District's proposed operating budget is $187,000 and the <br />proposed annual assessment is $187,000. <br />ENVIRONMENTAL REVIEW <br />This action is categorically exempt from the California Environmental Quality Act (CEQA) under California <br />Code of Regulations, Title 14, Section 15301 (Class 1) because the assessments, if approved, will fund the <br />repair and maintenance of existing facilities. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to levy the assessments.
