6.G. - Page 2 of 6 <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San Mateo County Tax <br />Controller and Collector's Offices. The enabling document for the District established a District budget <br />with a built-in inflation adjuster based on the greater of the City's annual percentage increase in labor <br />costs for landscape maintenance in Redwood Shores or 2%, but in any event not to exceed 3.5%, in any <br />fiscal year. The labor costs for landscape maintenance for the District increased greater than 3.5% over <br />this past year, but for FY 2020/2021 the assessments will be increased by 3.5%, which is the maximum <br />allowable levy increase. The maximum benefit assessment in FY 2019-20 was in the amount of $269,946, <br />and the benefit assessment for FY 2020-21 will be in the amount of $279,394. The remaining amount, <br />$38,099 or 12% of the total budget will be paid for by the City's General Fund and not included in the levy <br />of benefit assessment for the District. This reflects the public's enjoyment of the public facilities within <br />the district. The total budget for the district in FY 2020-21 will be $317,492. <br />Related budgets, assessments, and City Manager's Report are available for review in the City Clerk's <br />Office. <br />FISCAL IMPACT <br />The Districts' finances are separate from the City's General Fund. However, according to the enabling <br />document for the District, the City's share of the District's landscape maintenance budget is 12% of the <br />District's budget. The City's share of funding is included in the Parks, Recreation and Community Services <br />Department's operating budget in the FY 2020-21 Adopted Budget. The increase in levying special benefit <br />tax assessment was previously included and adopted with the District's FY 2020-21 budget. <br />ENVIRONMENTAL REVIEW <br />This action is categorically exempt from the California Environmental Quality Act (CEQA) under California <br />Code of Regulations, Title 14, Section 15301 (Class 1) because the assessments, if approved, will fund the <br />repair and maintenance of existing facilities. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to authorize the tax levy, and consequently, not provide additional <br />landscape maintenance services to area property owners. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
