6.J.- Page 6of11 <br />The following members of the public provided written public comment: <br />• Elaine Tschorn <br />• Matthew Gelfand <br />• Karen Saucier <br />Motion and second, Aguirre and Borgens, to close the public hearing, passes <br />unanimously by roll call vote. <br />Recommendation: <br />Adopt, by a vote of at least six City Council Members, an urgency ordinance <br />approving Zoning Ordinance amendments related to ADUs to comply with State <br />law and other miscellaneous amendments. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Reddy and Borgens, to adopt, by a vote of at least six City <br />Council Members, an urgency ordinance approving Zoning Ordinance <br />amendments related to ADUs to comply with State law and other <br />miscellaneous amendments, with the friendly amendment to allow for a 16' <br />height limit to comply with State law, apply lot coverage to ADUs greater than <br />800 sq. ft., apply the Floor Area Ratio to ADUs above 800 sq. ft., and allow <br />short-term rentals for existing ADUs prior to July 13, 2020, fails 4-3 (Hale, <br />Aguirre and Masur with dissenting votes) by roll call vote. <br />7.13. Application for Permanent Local Housing Allocation (PLHA) funding to support <br />affordable housing initiatives including the City's Safe Parking Program (505) <br />Res(0062)15864 <br />Housing Leadership Manager Alin Lancaster gave a presentation. <br />The following members of the public provided comment live during the <br />teleconference: <br />• Livey Beha <br />Motion and second, Masur and Aguirre, to close the public hearing, passes <br />unanimously by roll call vote. <br />Recommendation: <br />Adopt a resolution approving and adopting the Five -Year Permanent Local <br />Housing Allocation (PLHA) Plan for the 2019-2023 Funding Period; authorizing <br />and directing the City to receive the PLHA grant in an amount not to exceed <br />$2,086,314; and authorizing the City Manager or her designee to execute the <br />PLHA Program Application, any subsequent amendments or modifications, and <br />other necessary documents. <br />Page 6 of 11 <br />74 <br />
