7.A. - Page 1 of 12 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 27, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approve General Plan amendments and approve a Transportation Analysis Manual implementing new <br />environmental criteria (Vehicle Miles Traveled) in accordance with State law intended to reduce <br />greenhouse gas emissions, increase the mix of land uses, and create multimodal transportation networks; <br />Approve General Plan amendments updating Level of Service (LOS) requirements, and require <br />development projects to complete a transportation analysis; Adopt other transportation policies and <br />programs consistent with recommendations from RWCmoves, including Vision Zero strategies (zero <br />fatalities or serious injuries involving road traffic) <br />RECOMMENDATION <br />1. Adopt Resolution Amending the Circulation Section of the Built Environment Element of the General <br />Plan to incorporate Vehicle Miles Traveled (VMT) requirements and updated Level of Service (LOS) <br />transportation policies and programs; and <br />2. Adopt Resolution Requiring development projects to complete a transportation analysis, approving a <br />Transportation Analysis Manual (TAM), and authorizing the City Manager or designee to update the <br />TAM as appropriate. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />The purpose of this item is to implement the City's transition to VMT for transportation -related CEQA <br />analysis, set expectations for local transportation analysis, and adopt other minor modifications based on <br />the adopted Citywide Transportation Plan, RWCmoves.
