<br />budget and schedule allows for two rounds of revisions. Upon completion of the revisions, the

<br />Land Use Alternatives: What Its
<br />
<br />The future form and character of Redwood City will be reflected in the Land Use
<br />Element/Community Design, and Circulation elements. Land use planning must also be closely
<br />coordinated with the anticipated job and population growth for the City. The purpose of this task
<br />is to develop concept alternatives for land use, and possibly, circulation based on economic
<br />development, environmental, housing needs, and other factors. Alternative land use proposal
<br />for selected corridors or districts where future change is anticipated or encouraged will be
<br />evaluated and then reviewed for implications. It is important to note that we anticipate creating
<br />land use alternatives that focus on distinct vital neighborhoods, invigorated commercial and,
<br />perhaps, mixed-use corridors, and vibrant districts. The alternatives are anticipated to stress
<br />livability and sustainability, while enhancing Redwood City's uniqueness. This task will lead to
<br />the selection of a preferred land use plan as the basis for preparing the Element. The various
<br />land use alternatives developed in this task will form the base of the alternatives used in the
<br />environmental analysis process.

<br />6.1 CommunityViz
<br />
<br />CommunityViz, a land use model, is specially tailored to each setting and its unique land use
<br />issues. Thus, individual criteria and impact indicators will be developed with the City staff to
<br />evaluate alternative "What If?" scenarios. The impact layers may include: environmental impacts
<br />(air, noise, water quality); traffic and transportation impacts, growth patterns (population densities,
<br />housing program implications); economic impacts (potential retail sales generation and related
<br />supportable retail square footage, tax implications, and jobs generation); community services and
<br />infrastructure impacts (school enrollment levels, infrastructure service impacts, sewer, water,
<br />storm drainage and power capacity impacts,as well as garbage, waste production and recycling
<br />impacts); and, growth inducing impacts. We have included an allowance to conduct three "What
<br />If' scenarios for four districts, corridors, or neighborhoods selected for study. If the City would like
<br />to add more study areas or conduct more "What If' scenarios, they will be conducted on a time-
<br />and-materials basis.

<br />While CommunityViz is helpful for this planning program, at the end of this project, the model will
<br />remain with the City. Thus, other planning projects' "What If scenarios can be evaluated.

<br />6.2 Circulation
<br />
<br />Fehr & Peers will work cOllaboratively with the team to assist in developing land use alternatives
<br />that respond to the City's goals regarding modal emphasis and transportation levels of service.
