Proposed rail transportation and connections to the street network <br /> <br />7.3 Economic Development Element <br /> <br />The Economic Development Element that has been conceptually approved by the City Council <br />will remain largely as currently written. The element will be reformatted for consistency wit the <br />other General Plan elements, and goals and policies will be modified as needed to reflect the <br />results of Strategic Economics' analysis and to ensure consistency with the land use plan. <br /> <br />7.4 Housing Element <br /> <br />Earlier chapters of the Housing Element developed as background reports establish' housing <br />needs within the City and describe constraints and resources to meeting those needs. The <br />Housing Plan represents the tangible steps the City will undertake to address the housing needs. <br /> <br />The Existing Housing Element Progress Report produced will facilitate an evaluation of the <br />effectiveness of the housing programs contained in the most recent Housing Element. This <br />evaluation will assist in assessing the need to modify existing programs, introduce new housing <br />programs, and eliminate obsolete programs for the Housing Element. <br /> <br />We will revise and develop Housing Goals and Policies related to the affordability,availability, <br />and adequacy of the City's housing. Quantified objectives relative to the maintenance, <br />preservation, and construction of housing will be provided. We will ensure that Housing Element <br />goals build upon and are consistent with the goals and policies of other City housing studies. <br /> <br />With input from City staff and policymakers, we will develop a Housing Plan to implement the <br />goals and policies of the Housing Element. For each program in the Plan, we will establish the <br />time frame for implementation, specific objectives, funding sources, and responsible agencies. <br />We are sensitive to formulating programs that are relevant to meeting the community's needs, <br />practical and feasible, and acceptable to decision~makers. <br /> <br />We will prepare a preliminary draft Housing Element containing all of the components described <br />above. Based on City staff's review and comment, we will prepare a draft version suitable for <br />public review and transmission to HCD. <br /> <br />7.5 Historic Element <br /> <br />We will prepare a new Historic and Cultural Resources Element that uses the existing element as <br />a foundation, with updated information drawn from the work of team member JRP and <br />incorporating input received during community engagement tasks and from the HRAC. <br /> <br />7.6 Infrastructure and Water Supply Element <br /> <br />The City Council and Planning Commission have conceptually approved the Infrastructure and <br />Water Supply Elements. We do not foresee making substantial changes to these Elements, other <br />than combining them into one element reformatting the new element to match the overall <br />structure developed for the new General Plan, revising graphics to conform to the new General <br />Plan graphics format, and updating information as may be required to respond to land use <br />changes. <br /> <br />7.7 Parks and Recreation Element <br /> <br />SCOPE OF SERVICES <br />Redwood City General Plan <br />January 11, 2008 <br />Page 25 <br />
