<br />listed species require that surveys be performed during the appropriate seasons when the target <br />species is most likely to be found. These survey windows are based on the reproductive biology <br />and ecology of the species. <br /> <br />Cultural/Historical Resources - JRP will assess whether the General Plan program will cause a <br />substantial adverse change to historical resources as identified in the description of current <br />conditions. If a substantial adverse change to historical resources is identified, JRP will provide <br />suggested mitigation measures to reduce or eliminate those impacts. <br /> <br />Geology and Soils - BASELINE Environmental will describe potential impacts relating to soils, <br />geology, and seismicity. These may include seismic ground shaking, erosion, liquefaction, <br />differential compaction, and lateral spreading. Both the Safety Element and this section of the <br />EIR will drawn from earlier documents and other available resources to provide a complete <br />description of geological, seismic, and soil-related hazards. With landforms ranging from the <br />Peninsula Hills to the Bayfront, land in Redwood City is potentially susceptible to landslides, <br />groundshaking, liquefaction, and other hazards. We do not anticipate the need for a professional <br />geologist in the development of this section. <br /> <br />We will develop practical mitigation measures. These are anticipated to be in the form of policies <br />and/orimplementation measures will be drafted that would reduce or eliminate any identified <br />potential impacts related to geologic, soils., or expected seismic conditions. <br /> <br />Hazards - BASELINE will describe impacts related to public health andsafety/hazardous <br />materials, where appropriate, using significance criteria from the CEQAguidelines. These <br />impacts may include exposure to contaminants in soils, groundwater, and building materials. <br /> <br />Practical mitigation measures will be developed to reduce or eliminate any identified significant <br />impacts. These mitigation measures may include new or revised General Plan policies to reduce <br />potential impacts from human exposures to hazardous materials within the City. <br /> <br />Hydrology and Water Quality - CirclePoint will draw upon recently completed documents, <br />including the draft Infrastructure and Conservation elements, along with the City's Strategy to <br />Address Flooding Problems (2000) to fully document local drainages and waterways, stormwater <br />management plans, and issues and opportunities related to the City's National Pollutant <br />Discharge Elimination System Permit. As it is anticipated that most development from the project <br />will occur within urbanized areas, a significant impact to impervious area coverage is not <br />expected. A number of appropriate policy-level mitigation measures appear to be already <br />included within the draft Conservation and Infrastructure Elements. This section will also <br />examine potential impacts to groundwater resources within the City, which should be minimal in <br />light of the City's reliance upon the Hetch-Hetchy system. <br /> <br />Land Use - The Land Use Element, including the land use map, form the heart of the New <br />General Plan. CirclePoint will be in close collaboration with Hogle-Ireland and City staff to <br />provide early identification of any potential land use related impacts. CirclePoint understands that <br />the City intends the Land Use Element to focus especially on selected neighborhoods, areas, and <br />corridors where land use changes are most likely to occur. <br /> <br />For CEQA purposes, the potential impacts of a revised land use map include incompatibility with <br />other planning documents, including regional plan; impacts to habitat or wildland areas, including <br />any habitat conservation areas; and potential for divisions,or other negative physical changes <br />within portions of the community.
