3. By motion, authorize the City Manager to make any minor, clarifying and <br />conforming changes to the agreements specified above, as approved by the City <br />Attorney; and <br />4. Accept annual reports from the Redwood City Improvement Association and <br />approve Management and Disbursement Agreement with the Redwood City <br />Improvement Association (506) Res (0058) 15862 and (304) MO 20-105 <br />Recommendation: <br />1. Adopt a resolution (a) accepting the annual reports and financial statements <br />for Fiscal Years 2017-2018 and 2018-2019 from the Redwood City Improvement <br />Association, and (b) authorizing the Redwood City Improvement Association to <br />implement the services identified in the Management District Plan; and <br />2. By motion, approve and authorize the City Manager to execute the <br />Management and Disbursement Agreement with the Redwood City <br />Improvement Association providing management services for administration of <br />the Downtown Redwood City Community Benefit Improvement District from <br />July 13, 2020 to December 31, 2023, including City Manager authority to extend <br />the agreement for one additional five-year period. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.D. Agreement with Hinderliter, de Llamas & Associates (HdL Companies) to <br />develop and manage the City's cannabis delivery business permit renewal <br />program and compliance audit process (304) MO 20-106 <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute an <br />approximately 13 month Agreement for Services with Hinderliter, de Llamas & <br />Associates (HdL Companies) to produce the necessary documents and processes <br />and administer the cannabis business permit renewal and compliance audit <br />process in an amount not to exceed $120,000, including City Manager authority <br />to extend the agreement for two additional one-year periods, for a total <br />contract amount of $360,000. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Page 3 of 11 <br />
