7.A. - Page 7 of 25 <br />1. 1205-1295 Veterans & 1260 Oddstad <br />Project Description: The project proposes 430 rental housing units, including 70 units (22%) at below <br />market rate, 4,000-6,000 square feet child care facility, 3,000-5,000 square feet of retail space and <br />amenity space for the residential buildings including private courtyards, pools, a roof terrace and a 5,000 <br />square foot club house. The proposed residential buildings would have a maximum height of 65 feet <br />(approximately 8 stories) and the proposed daycare facility would have a total height of 20 feet <br />(approximately one-two stories). The project proposes 560 parking stalls within a parking structure and <br />22 surface parking spaces. <br />• General Plan: Commercial Regional <br />• Zoning: Industrial Park (IP) <br />• Existing Use: Retail including Kohlweiss Auto Parts, Pro Soccer, Hoot Judkins Furniture, Dollar Deal, <br />Antique Then & Now, Party City, and Tuesday Morning. <br />Strategic Priorities: The project addresses the following Council Strategic Priorities: <br />• 70 below market rate units (Housing); <br />• 4,000-6,000 square foot child care facility (Children & Youth); <br />Discussion: The applicant's current proposal maximizes the allowable density (units), including California <br />state density bonus law. However, the applicant also proposes potential exploration of a denser housing <br />project, which could include up to 650 housing units (120 of which would be BMR units). If the Council <br />wishes to explore a higher unit count project, staff would need to evaluate the appropriate mechanism to <br />achieve this density and return to Council with a revised resolution for initiation. <br />2. 651 EI Camino Real (American Legion) <br />Project Description: The project proposes a total of 301 housing units, 68 units (23%) of which would be <br />below market rate units at a low income level specifically for veterans, and 11,275 square feet for the <br />American Legion Post 105, including 3,600 square feet of event space. The building would have a <br />maximum height of 85 feet (approximately 8 stories) and provide 253 parking spaces (91 for the American <br />Legion, 162 residential). <br />• General Plan: Mixed Use -Corridor <br />• Zoning: Mixed Use Corridor- EI Camino Real (MUC-ECR) <br />• Existing Use: Assembly/Meeting Facilities for the American Legion Post 105 and a historic single <br />family home (currently vacant). <br />Strategic Priorities: The project addresses the following Council Strategic Priorities: <br />• 68 below market rate units provided at low income for veterans as well as onsite special services <br />and amenities for veterans (Housing); <br />• Housing within close proximity to bus service along EI Camino Real and Caltrain (Transportation); <br />• The project allows the American Legion to continue serving community groups such as the Boy <br />and Girl Scouts, college -bound high school students, organizations/groups at local colleges and <br />universities and a children's hospital (Children & Youth) <br />Additional community benefits include replacing the existing building that the American Legion Post has <br />occupied for over 70 years with a new structure. The Post could receive a multi -million -dollar endowment <br />to help continue its services and community benefits to veterans and the broader community.
