EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />Develop program for allowing use of public and private right-of-way for outdoor dining city- <br />wide. <br />A. Downtown Central Business District — use of public right-of-way, streets and parking <br />lots. Contractor will: <br />1. Convene meetings of stakeholder groups involved in Downtown as needed. <br />2. Prepare agendas, reports and summaries of meetings as needed. <br />3. Conduct research for best practices and policies implemented by other cities. <br />4. Prepare staff report and final recommendations for an implementation plan based <br />on direction from City Council. <br />5. Assist City communications staff as needed. <br />6. Assist with development of survey of residents regarding closure of key streets in <br />the Downtown Central Business District to allow expanded restaurant dining. <br />B. Citywide retail centers for use of internal sidewalks for restaurant tabling and parking <br />lots. Contractor will: <br />1. Assist with developing communications, reports and updates as needed. <br />2. Convene meetings with key City staff. <br />3. Prepare and present reports/updates to City Council <br />C. Deliverables: <br />1. Application for use of public and private property <br />2. Web page description of program <br />3. Other communication pieces as needed <br />Completion of three remaining cannabis delivery permits. Contractor will: <br />A. Coordinate with City departments involved in permitting delivery businesses <br />B. Deliverables: <br />1. Completion of three applications and one permit transfer in process <br />III. Develop Small Business Recovery Program. Contractor will: <br />A. Identify resources that can assist businesses achieve stronger resilience during <br />COVID-19 recovery. <br />B. Provide technical assistance to businesses and City Partners (Chamber, Downtown <br />Business Group) <br />C. Assist with City communications to small businesses <br />D. Deliverables <br />1. Guide with recommended actions for small business recovery <br />IV. Other mutually agreed upon special projects as needed. <br />Consultant hourly rate: $175 <br />Estimated hours: 15 hours per week <br />Fee: <br />Consultant shall work a minimum of 15 hours per week at an hourly rate of $175.
