7.A. - Page 9 of 32 <br />WHEREAS, individuals and families living in their RV within the City's jurisdiction <br />are vulnerable to crime and are at risk of injury and harm due to exposure to the elements <br />and other health, safety and welfare -related circumstances associated with living in a <br />vehicle; and <br />WHEREAS, RV residents may not be accessing social services which are <br />otherwise available to them, including permanent housing, mental and physical health, <br />substance abuse, food insecurity, domestic abuse, veterans' issues, and employment <br />assistance; and <br />WHEREAS, significant numbers of RVs parking on the street impacts the use and <br />enjoyment of public spaces for their intended purpose and can have an adverse effect <br />on the health and safety of the people in the City; and <br />WHEREAS, an accumulation of RVs parked on the street has led to traffic safety, <br />fire safety, personal and environmental health, and aesthetic concerns; and <br />WHEREAS, non- operable RVs that cannot be moved on a regular basis impede <br />street sweeping and other clean-up operations, views of motorists and pedestrians and <br />impede use of authorized gray and black water disposal sites with the potential for illegal <br />discharges of septic waste, wastewater, fuels, trash, or garbage from such vehicles into <br />City streets, gutters, or storm drains; and <br />WHEREAS, there have been several serious vehicle fires relating to the use of <br />the vehicle as a residence, which resulted in damages to property and injuries to <br />occupants; and <br />WHEREAS, because those individuals or families residing in an RV often rely on <br />public shared spaces for their habitation, continuous parking of RVs in an area may <br />come into conflict with residents and businesses that rely on streets, public parking or <br />easements and the City has seen an increase in the number of complaints from residents <br />and business owners to the continual parking of RVs on City streets and the City; and <br />WHEREAS, the City has identified a number of "hotspots" with concentrations of <br />parked RVs, including: 200 block of Cedar Street; Douglas Court; Maple Street; Oddstad <br />Drive; Shasta Street; Spring Street; Stafford Street; and Walnut Street; and <br />WHEREAS, to address some of the parking issues, the City will be considering an <br />ordinance that regulates overnight parking of recreational vehicles; and <br />WHEREAS, at its June 22, 2020 meeting the City Council held a Study Session <br />concerning a proposed two-year Temporary RV Safe Parking Program (Program) and, <br />ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM <br />REV: 08-19-2020 RL <br />Page 2 of 6 <br />128 <br />
