675 Seaport Boulevard, Redwood City, CA 94063 <br />August 24, 2020 <br />Mayor Howard and Members of the Redwood City Council <br />City of Redwood City <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br />Subject: Temporary Recreational Vehicle Safe Parking Program <br />Dear Mayor Howard and Members of the City Council: <br />SENT BY EMAIL <br />Seaport Industrial Association (SIA), whose members include industrial businesses along Seaport <br />Boulevard and Blomquist Street, is asking you to separate the question of where the City's safe parking <br />facility will be located from the approval of the Temporary RV Safe Parking Program. <br />If you approve the proposed program, we ask you to make a separate decision about where to locate the <br />safe parking lot. As the City considers 1402 Maple St. as a possible location, we strongly encourage you <br />to engage Graniterock (the adjacent neighbor to the proposed site) and industrial businesses in the <br />Seaport area regarding impacts and program considerations at this possible site. <br />SIA supports a program to meet the needs of community members who reside in RVs. Staff has done an <br />excellent job of analyzing local ordinances and State law, and of creating a solution that takes into <br />account how other cities have addressed the issue. We appreciate Council's responsiveness to resident <br />and business concerns about RV street parking through its ad hoc committee and study session. <br />We are asking for comparable consideration and outreach to stakeholders regarding the specific safe <br />parking site before committing to a 2 -year program. Understandably, stakeholders at the proposed site <br />were not included in the initial outreach for the program because the site had not yet been determined. <br />Some of the concerns and considerations of SIA members: <br />-Adjacency to an active industrial operation, and the impacts on both the business and RV residents; <br />-Significant truck traffic in the project area, especially in the early morning, with projected increases; <br />-Possible increases in RV parking in the port area (drivers looking for nearby parking if the lot is full); <br />-Details of permitted parking along Blomquist Street beyond the proposed 380' east of Maple St, and <br />along Seaport Blvd (specifically, the exemptions in the proposed Ordinance regarding overnight parking); <br />-The lack of reference to Seaport Blvd or other nearby streets in the Ordinance Attachment C table. <br />It makes sense to approve the program without designating a specific site, then to reach out to <br />stakeholders at potential sites and make a decision about location.
