The timing of the final installment payment is not known, <br />though the next phase of the Stanford in Redwood City project ('Block C') is under preliminary Planning <br />Division review. <br />Staff also sought additional financial resources to leverage the funding provided by Stanford. The City was <br />awarded a $250,000 grant from the Safe Route to School (SRTS) and Green Streets Infrastructure Pilot (GI) <br />Program from City/County Association of Governments of San Mateo County (C/CAG). The grant promotes <br />the combination of school -area safety measures with green infrastructure. The grant funds additional <br />improvements and assists the City in meeting its green infrastructure requirements set by the State. San <br />Mateo County also agreed to contribute $20,000 toward the cost of regrading the crosswalk across Bay <br />Road at 10th Avenue to comply with Americans with Disabilities Act (ADA) requirements. In addition, the <br />property owner/management group of 3700 Florence Avenue ("Marsh Manor") agreed to contribute <br />$14,415 to cover the construction cost for a curb ramp relocation and narrowing of a driveway approach <br />to allow for enhancements to the pedestrian crosswalk at Florence and 17th Avenue. <br />City staff worked with the design consultant firm, CSG Consultants, Inc., to determine which of the <br />projects identified during the community -led planning process could realistically be designed and built <br />with the current funding. Their assessment took into account the community -stated priorities and the <br />cost of the improvements. <br />The improvements in this project increase the safety of people walking and biking on the street and <br />improve livability. The traffic calming measures address safety and livability concerns such as excessive <br />speeding and failure of drivers to yield to pedestrians. The project also includes green infrastructure <br />improvements to treat stormwater runoff and to improve water quality. <br />ANALYSIS <br />On June 10, 2019, the City Council awarded the Neighborhood Street Enhancement Project to Grade Tech, <br />Inc. for a base bid of $1,233,443.00. Construction began in August 2019 and concluded in June 2020. <br />The contractor has completed the construction of the improvements in accordance with the agreement, <br />plans and specifications, and to the satisfaction of the City's Engineering & Transportation Division. <br />Five contract change orders, resulting in a cost increase of $47,839.02, were issued for quantity <br />adjustments and changes to the project scope. The final contract amount is $1,281,282.02, which is 3.9% <br />more than the initial contract amount. <br />FISCAL IMPACT <br />Funding for this project was included in the Fiscal Year 2019-2020 budget under the Stanford - <br />Neighborhood Street Enhancement Project Fund.
