1. CALL TO ORDER — Mayor Howard called the meeting to order at 5:00 p.m. <br />2. ROLL CALL — All Council Members were present. <br />3. PLEDGE OF ALLEGIANCE — Vice Mayor Masur led the pledge of allegiance. <br />4. PUBLIC COMMENT <br />The following members of the public spoke: <br />• Marcelene Luna <br />5. STAFF REPORTS Page 3 <br />S.A. Consideration of whether to appoint the only candidate for City Council in <br />District 4, Michael Smith, to the office of City Council, District 4, or to proceed <br />with an election in Council District 4 on November 3, 2020 (307) MO 20-125 <br />City Clerk Pamela Aguilar gave a presentation. <br />The following members of the public spoke: <br />• Michael Smith <br />■ Lisa Hicks-Dumanske <br />Recommendation: <br />Consider adopting a resolution appointing the only candidate in City Council <br />District 4, Michael Smith, to the office of Redwood City City Council, District 4, <br />for a term of four years, or proceed with an election in Council District 4. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Hale and Reddy, to not appoint the sole candidate in <br />Council District 4 and proceed with an election in Council District 4 on <br />November 3, 2020, passes unanimously by roll call vote. <br />6.
