not be considered a roundabout way of creating a City policy on affordable <br />housing. <br />At the suggestion of one Council Member, there was discussion for proposed <br />language changes in recital #14 of the development agreement regarding the <br />intent to enter into an agreement with the Building Trade Union Council. Mr. <br />Powers stated his verbal commitment to the trades to build its Union, but that <br />they had not made an agreement yet. He stated that an agreement would <br />need to be negotiated between themselves and the building trades. City <br />staff was directed to make the proposed changes as discussed, so that <br />Council could review it at their January 7, 2008 meeting, maintain the <br />scheduled second reading of the ordinance at the January 14, 2008 meeting, <br />and meet the developer's timeline for the project. <br />Council discussion and comments included childcare needs, aesthetics, <br />commitment to affordable housing, developing a future policy for affordable <br />housing, using the term "moderate housing," based on the median income, <br />instead of "affordable housing," underground irrigation in saving water, the <br />pedestrian crossing under 101, water access, wetlands mitigation, including <br />more bike racks, and their general appreciation of the project and the work of <br />the developer and City staff. <br />M/S Howard /Hartnett to extend the meeting to 11:15 p.m. The motion passed <br />by unanimous voice vote by those present. <br />Mayor Foust noted that the other Council Members present have already <br />expressed their support to move forward on project and she stated her full <br />support as well. She thanked everyone for their participation. She stated <br />that she sees ambivalence with housing in general and sees this as an <br />opportunity to go forward and build housing that is needed, wanted, and <br />reflective of community values. She commended the residents, developers, <br />and City staff for their participation and active engagement. <br />Assistant City Attorney Aranda read clean up language for the record in <br />reference to the six amendments that need to be incorporated into the <br />resolution, agenda item 7C #1, as well as some clarifying language as <br />follows: <br />The Council was presented with an amended resolution for Agenda Item 7C <br />#1 adding text to the required findings concerning alternatives. Copies of the <br />amended resolution were made available to the public in the rear of the <br />Council Chambers (on file). In Section XV.
