7.A. - Page 2 of 4 <br />BACKGROUND <br />Due to expiring seats and existing vacancies on current Boards, Commissions and Committees (BCCs), the <br />City Council began a recruitment process on February 10, 2020. The recruitment period for the Arts <br />Commission, Board of Building Review, Board of Port Commissioners, Planning Commission and Senior <br />Affairs Commission closed on July 31, 2020. <br />ANALYSIS <br />During the recruitment period for BCC applicants, community outreach included frequent announcements <br />in the City's weekly electronic newsletter, advertisements on Facebook, Linkedln, Twitter, and Instagram, <br />and email blasts to various community partners and contacts. Partners and contacts include the Redwood <br />City Neighborhood Associations, the Redwood City Chamber of Commerce, the Redwood City Unified <br />School District, and Latino Focus Redwood City. An advertisement also ran ahead of each City Council <br />meeting during the pre -meeting scroll that airs on local television, Channels 26, 27 and 99 and on the <br />livestream on the city website. Staff also contacted applicants who had previously applied for vacancies <br />in an effort to garner new interest in serving the Redwood City community. <br />Since the appointments were delayed due to the City's ongoing response to the COVID-19 pandemic and <br />shelter -in-place orders, BCC members appointed during this recruitment will serve less than a full 12 <br />months during the first year of their four-year term, however their terms will count as full terms for the <br />purposes of calculating term limits. One partial term on the Senior Affairs Commission will not count <br />toward the calculation of term limits. <br />In addition, two current Planning Commissioners are running for City Council in the November 3, 2020 <br />election. Election results will be certified in December and will determine if there are any additional <br />vacancies on the Planning Commission. Staff recommends keeping the applicant pool for all BCCs open <br />through January 31, 2021.
