RECOMMENDATION Accept, by motion, Redwood City Recycled Water Project - Phase I - Redwood Shores Distribution System - Bid Package 1 (Radio Road, Redwood Shores Parkway, Marine Parkway) Project; authorize the early release of 50% of the retention; and authorize the release of bonds and the remaining 50% of the retention according to City procedures. BACKGROUND On February 13, 2006, the City Council awarded the construction contract for the Redwood City Recycled Water Project - Phase I - Redwood Shores Distribution System - Bid Package 1 Project to Mitchell Engineering of San Francisco, California. This pipeline construction project was the first distribution system project designed to extend the delivery of recycled water to new commercial irrigation and City roadway landscape customers in the western areas of Redwood Shores. The project consists of the installation of the main transmission piping system in Redwood Shores along Redwood Shores Parkway, Radio Road, and Marine Parkway. More than 10,000 feet of PVC pipe ranging in size from 8 to 30 inches in diameter, were constructed. The project was awarded for a base bid of $4,211,475.00. Two (2) change orders totaling $391,009.99 (9.3% of the original contract amount) were issued and final project cost is $4,602,484.99. Change orders and associated time extensions resulted from quantity adjustments, and additional work attributable to both incidental/unforeseeable site conditions, and extra work requested by the City. Staff requests early release of half of the retention amount because a) there is limited risk, b) the dollar amount retained after early partial release is sufficient, and c) flexibility ensures good working relations with contractors. The project has been successfully completed in accordance with the plans and specifications. Al TERNA TIVES Council may accept the project, authorize the release of bonds, but not authorize the reduction and early release of half of the retention for this project. The entire amount of retention would be released according to the terms of the contract.
