<br />6.2A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Oif Mana\er <br /> <br />March 10, 2008 <br /> <br />SUBJECT <br />Final Acceptance - Redwood City Recycled Water Project - Phase I - Redwood <br />Shores Distribution System - Bid Package 1 (Radio Road, Redwood Shores Parkway, <br />Marine Parkway). <br /> <br />RECOMMENDATION <br />Accept, by motion, Redwood City Recycled Water Project - Phase I - Redwood Shores <br />Distribution System - Bid Package 1 (Radio Road, Redwood Shores Parkway, Marine <br />Parkway) Project; authorize the early release of 50% of the retention; and authorize the <br />release of bonds and the remaining 50% of the retention according to City procedures. <br /> <br />BACKGROUND <br />On February 13, 2006, the City Council awarded the construction contract for the <br />Redwood City Recycled Water Project - Phase I - Redwood Shores Distribution <br />System - Bid Package 1 Project to Mitchell Engineering of San Francisco, California. <br /> <br />This pipeline construction project was the first distribution system project designed to <br />extend the delivery of recycled water to new commercial irrigation and City roadway <br />landscape customers in the western areas of Redwood Shores. The project consists of <br />the installation of the main transmission piping system in Redwood Shores along <br />Redwood Shores Parkway, Radio Road, and Marine Parkway. More than 10,000 feet <br />of PVC pipe ranging in size from 8 to 30 inches in diameter, were constructed. <br /> <br />The project was awarded for a base bid of $4,211,475.00. Two (2) change orders <br />totaling $391,009.99 (9.3% of the original contract amount) were issued and final project <br />cost is $4,602,484.99. Change orders and associated time extensions resulted from <br />quantity adjustments, and additional work attributable to both incidental/unforeseeable <br />site conditions, and extra work requested by the City. Staff requests early release of <br />half of the retention amount because a) there is limited risk, b) the dollar amount <br />retained after early partial release is sufficient, and c) flexibility ensures good working <br />relations with contractors. <br /> <br />The project has been successfully completed in accordance with the plans and <br />specifications. <br /> <br />Al TERNA TIVES <br />Council may accept the project, authorize the release of bonds, but not authorize the <br />reduction and early release of half of the retention for this project. The entire amount of <br />retention would be released according to the terms of the contract. <br />
